A lay minister is not ordained by the denomination. It is a person recognized by the Pastor/congregation and the help with the work of the church. such as teaching, hospital visitation, and evangelism.

It’s usually used in the Catholic Religion.
A Minister is ordained and has taken vows.
A Lay-Minister is not ordained and hasn’t taken any vows. He/she is usually married and is devoted to God and the Church.
